Default Connecting to utilities

I bought a house in Bolsena a year and 1/2 ago. I had to switch user ( physical connection where already active ) - A friend of mine from Bolsena send me a few papers to fill up and I was able to do it while here in the US. It was surprisingly very easy and straightforward. However getting new connections ( like on a new house ) I understand could be more complicated
