No it isn't that easy. You need to have the contract drafted or at the very least authenticated by an Italian notary, who needs to ascertain that your uncle is indeed the legal owner, check there are no mortgages or other charges on it, no third party rights, rights of pre-emption etc etc, then, once a valid contract "atto di compravendita" has been signed, register it contract with the land registry, effectively "publishing" the contract in the public registers.
If you are interested in buying this property then you need to make an appointment to see a notary asap, taking along all the appropriate documentation that your uncle should be able to provide (his title, land registry records etc). Taxes depend on the cadastral value of the property and land, and the notary will be able to calculate what you will pay.
It doesn't make any difference you having dual nationality but if you want to come and live in Italy in the property, you can claim a tax relief on the purchase taxes and pay a lower rate.
