There's public and private healtcare.
Everybody's entitled to public healtcare (you pay for it with taxes and tickets for specific exams).
Private healtcare is more efficient (read: faster if you need something urgent - like an eye or tooth exam).
If you land a regular job and you have a contract, your workplace will surely have some form of insurance that covers accidents that may happen at the workplace.
For every other kind of insurance, you must contact a private company. Notice that insurance is mandatory for driving a car.
Performance and costs of insurance companies varies a lot from region to region. You should talk with some local people and ask around for quotes.

Private health insurance is not mandatory, but can be useful. See answer above: ask to your girlfriend and her friends, since prices and performances vary a lot from region to region.

I confirm that you must communicate to the police where are you staying. I honestly don't know if you need other kinds of permits.
