Is there a standard Zoning Change Application in your region of Italy?

Many of my foreign clients in Calabria found interest in purchasing large parcels of land for possible home developments but where disappoint once I explained that the existing legal uses for the land did not permit further development. Although they were supurised to know that a request for a zoning change in Calabria is possible.

Request for Zoning Changes to a Property in Italy

Foreign Buyers:
There have been times in certain situations whereby a client has requested to purchase land or a property and has included a variety of conditions within the “Compromesso” one condition was asking the Land owner to apply for a zoning change to the existing land or property. Depending what area or region in Italy a zoning change application is requested at the local comune “ufficio tecnico”. The technical official “il responsabile dell Ufficio Tecnico” in most cases informs you on the next general meeting to be held with provincial government future planners or heads with respect “Stralcio Planimetria Catastale” or “ Zona Di Espansione Tipo” to the zoning area of the land.

Oddly, I have discovered that many local Italian land & property owners believe that this request does not exist and can never take place but in reality such a request can be submitted for example before applying for “Permesso di Costruire” permit to build or purchasing the property. Please note that it is important to be persistent with your local town technical official officer to provide you with the proper information regarding the procedures for a zoning application change. As we know the bureaucracy in Italy can be frustrating so always choose an experienced Architect who has been involved in such procedures and to be with you at the technical office when requesting the information necessary to proceed. We agree that this type of request is not as straight forward as in our home countries of America or Great Britain.

Remember... be patient as it might cost you some time and little extra money but in the end that land or property you initially thought was cheap and useless could turn out to be a blessing in disguise, it’s up too you to discover the possibilities and ignore the local Italian land or property owner mentality who believes laws or land uses are engraved in stone.
