Italy has a rigid national law regulating building and construction. However, each region has its own set of planning laws (which are constantly being amended) and for Tuscany you will need to refer to the specific Legge Regionale sulle norme urbanistiche e per l'edilizia residenziale. Your best bet is to talk to a local architect or geometra (kind of surveyor) and consult the Regione Toscana Ambiente e Territorio.

I really just wondered if a compost toilet would be an accepted idea in Tuscany especially based on all that i've read about Italy's good record with eco credentials like solar power, water conservation, etc....
