Anybody can ask for a death certificate.
You would have to do however in the comune ( townhall ) where the person lived when he died (presso gli Uffici dello Stato Civile o le Circoscrizioni del Comune in cui aveva la residenza, al momento della morte, la persona di cui viene richiesto il certificato).

So you would have to start from the town where your relitive died. There are also agency that would do this for a fee.

I am not an expert however: you better call the Italian Embassy or consulate

If you post the comune ( town ) of residence and of death we can probably find the number easier by searching in Italian

Much appriciated. He lived in Procida, but may have been in a hospital in Napoli. His name is Vincenzo Borgogna.
